AGREEMENT BETWEEN DCAA CENTRAL REGION AND AFGE LOCAL 3529 REGARDING HAPS PROGRAM

1. The Employer will allow employees a reasonable amount of duty time to enter their personal inventory into HAPS and read the attached MRD. As a result, employees' audit budgets will not be adversely affected.

2. The Employer will annually provide a promotion appraisal for each employee. The supervisor will also discuss the promotion appraisal with each employee. The HAPS system allows employees to ascertain their promotion appraisal score and date of the score.

3. If employees have difficulties using the HAPS system they should notify the Central Region Human Resources Officer within a reasonable time prior to the announcement closing dates. The Human Resources Officer/RCP staff will assist the employee in the HAPS process.

4. The Employer will notify all job applicants of the following:

a. The name of the applicant selected
b. Whether or not the applicant made the best qualified list (BQL)

The applicant may find out their ranking on the BQL on the HAPS system and/or RCP will provide merit promotion rating/ranking information in accordance with the Personnel Management Manual, Chapter 36.

1. Employees who were previously credited with experience points for "Regional Auditor" including Technical Programs, Investigations Support, Operations Audits, Special Projects, DMS, Quality Assurance, and AAT/EDP Auditor positions will continue to receive those points. Experience points will only be given for Regional experience as some of these jobs are currently handled by FAOs (AAT/EDP).
