Members,
We just completed our 3rd mediation session with the Federal Mediation and Conciliation Service (FMCS) last Wednesday. We are still at impasse on a bunch of articles. We will now request assistance from the Federal Service Impasses Panel (FSIP). The FSIP can do one or all of the following:

    Order language on a particular proposal or parts of a proposal.

    Order the parties to an arbitrator at our expense.

    Appoint someone from the FLRA as an arbitrator at the FLRA's expense.

    Order the parties back to the table or back to a mediator.

    One or more of the above on various articles.

    Some other method of their choosing.

On another subject, here are the results of the Western Region vote:

    On whether or not Professional Employees want to be included in the same unit as non-professional employees. 158 yes 136 no

    On whether or not employees wanted AFGE to represent them in the Western Region. 189 yes 135 no

The Agency has 5 working days to contest the election. Barring that, the FLRA will issue a certification of AFGE as the exclusive representative in the Western Region. They will have to sign up members, conduct an election, and negotiate a contract.
