RECRUITMENT BONUS PROGRAM
DCAA CENTRAL REGION

1. The Employer will use the recruitment bonus authority consistent with all applicable laws and Government-wide rules and Government-wide regulations including 5 U.S.C. 5753 and implementing regulations found in 5 CFR Part 575. This agreement will apply region-wide.

2. The Employer may pay recruitment bonuses at any time. However, the Employer will generally pay recruitment bonuses for a commuting area whenever six or more months of normal recruitment procedures prove unsuccessful. The Employer will pay recruitment bonuses of at least 15 percent but not to exceed 25 percent of basic pay for all employees hired off of recruitment bonus announcements. These lump sum payments will not be considered part of an employee’s rate of basic pay for any purpose. The Employer will request payment from DFAS no later than 10 days after the employee enters on duty.

3. Employees given recruitment bonuses will sign a written service agreement to complete a 12-month term of service.

4. Consistent with Section 7.02 of the Collective Bargaining Agreement, the Employer will monthly provide the Union a listing of the names, titles, grades and duty stations of all employees within the unit including total authorized work years and actual strength report by audit and administrative staff for the Region and for each FAO.
